State needs juvenile courts

ITANAGAR, Oct. 31: The two-day workshop on Capacity Building Program for Journalists organized by Impulse NGO ended on Saturday. The programme focused on the human trafficking problem in northeast region and ways to report about them in the media.

On the second day, there was extensive discussion about the legal problem faced by the young criminals due to lack of juvenile court in Arunachal Pradesh. Sunil Mow, advocate with Itanagar branch of Guwahati High court dwelled on the urgent need to set up juvenile court in the state. “We have filed a PIL in this regard. There is immediate need to start juvenile justice system in our state as many offenders in the recent days have emerged to be under age children,” told Sunil Mow.

Hasina Kharbhih from Impulse NGO Network discussed about how journalists should approach while writing story on human trafficking. “It is important to make sure that journalists understand the emotion of a victim while conducting their interview. If a victim cries in between the conversation, don’t end the interview. Let that person go through their moment of emotion and then continue the rest of interview,” shared Ms Hasina.

She also highlighted safety concern, which journalists need to keep in mind while reporting on human trafficking issue. “Human trafficking is a dangerous crime and lots of syndicate criminals are involved. Those journalists working undercover or out in open must ensure their own safety,” told Ms Hasina.

The last day of programme saw active participations from the students of mass communication, Rajiv Gandhi University. These young budding journalists asked many questions to the attendees, which included prominent journalists of state and some NGO’s.

The two day workshop was organized by Impulse NGO in association with Arunachal Times (media partner), Athupopu Social Foundation (state partner) and sponsored by UNIFEM (United Nations Development Fund for Women).

 

Indira Gandhi remembered on her 25th death anniversary

NEW DELHI/ITANAGAR,  Oct 31: Prime Minister Manmohan Singh and Congress President Sonia Gandhi led the nation in paying homage to former premier Indira Gandhi on her 25th anniversary of death today.

President Pratibha Devisingh Patil could not visit Shakti Sthal to pay homage to the late leader as she  is presently abroad. A wreath was placed on Indira Gandhi's samadhi to mark the President's homage.

Vice-President Mohammad Hamid Ansari, AICC General Secretary Rahul Gandhi and Delhi Chief Minister Sheila Dikshit were among others who paid floral tributes to the departed leader.

At Itanagar, Chief Minister Dorjee Khandu paid floral tribute to the portrait of Indira Gandhi  at Rajiv Gandhi Bhawan. This was followed by senior Congress leaders, MLAs Nabam Rebia, Atum Welly,  Setong Sena, Bosiram Siram, Yumsen Matey and PCC office bearers and members of frontal wing organizations.

The death anniversary of Indira Gandhi was also observed as National Unity Day.

Both Khandu and MLA Nabam Rebia while recalling the contributions of the former Prime Minister said, Indiraji with her unparallel vision  had led India during some crucial years after independence. “ Till these days, we reaped the benefits of her farsighted policies as prime minister” the leaders said and resolved to continue to be inspired by her ideology.

PCC general secretary and vice president Padi Hinda administered the pledge to the dignitaries present on the occasion.

Arunachal Pradesh Congress Seva Dal,  District Congress Seva Dal, City Congress Seva Dal and Block Congress Seva Dal have jointly observed the death anniversary of Indira Gandhi as Rashtriya Ekta Divas at  Congress Bhawan, Naharlagun.  All the Seva Dal members paid floral tribute to Late Indira and observed two minutes silence for eternal peace of the departed leader.

Rastriya Sankalp Diwas was observed at Seppa General ground amidst large gathering.

 The tiny toot’s from various School of the Seppa Township  participated in the programme and delivered speech related to the contribution of  late Indira Gandhi to the development of the nation especially the her role for the unity, integrity and the security of the nation.

Earlier a joint rally by the students from different schools of the Seppa township was taken out followed by the garlanding of the portrait of late Gandhi.

D. B. Singh, the senior teacher from Govt. Hr. secondary School, Seppa dwelt in length about the life history of one of the great leader of the nation. Prasanta Saikia, a teacher from JNV School, Seppa also spoke on the occasion

Besides numbers of Govt. officials and the teachers from various schools were present in the occasion.

The 25th Death Anniversary of Late Indhira Gandhi was also observed at Deomali under the chairmanship of Eving Yirang, Circle Officer Deomali/Soha. Dr.A.K Mishra,Reader, W.R.G College, senior teachers of HS, Deomali K.Sharma and A.C Pathak and Chalin Rajkumari Lollen, ADEO,Deomali were the speakers besides the Circle Officer. The students of HS School and St.George School, Deomali presented patriotic numbers.

 

Tourism dept. organizes sensitization prog

ITANAGAR, Oct 31: The Department of Tourism Govt. of Arunachal Pradesh has successfully conducted "Sensitizing Training Programme" for the 2nd batch, Group -D staff of the Tourism Department under capacity Building for service providers.

Since its bifurcation from IPR Deptt and attaining a full pledge department, it is the first kind of training wherein various levels of Group-D staff engaged in different field where trained covering all the topics of tourism related subject and also all the topics under training module of DONER for Group-D staff.

The Inaugural programme was attended by Pema Tsehtan , Director Administrative Training Institute, as Chief Guest who exhorted the participants to improve their work culture.

He further congratulated the tourism department for being the first Govt. department to sensitize the group- D staff .

Serphow Nimachow, Deputy Director urged the participants to come forward and understand their responsibility to the department.

Meanwhile, Bandhana Deori (IRS) Secretary (Tourism) requested them not to forget whatever they have learnt during the training, make best use of it in their capacity, and contribute sincerely to the welfare of the department

The course was designed and coordinated by Bengia Manna Sonam, DTO.

 

Capital region witness influx of child beggars

ITANAGAR, Oct 31: In the last few months, there has been a sudden sprout in the number of child beggars in the streets of capital complex.

Especially in the area nearby daily bazaar in Naharlagun, often one can see group of kids in torn clothes moving around begging. Unexpected rise in their number have caught the eye of everyone.

Chukhu Mama, a resident of Naharlagun who regularly drives through main bazaar road tells, “There has been a substantial increase in the number of beggars in this particular area. I wonder from where they managed to sneak in. I am sure most of them don’t possess inner line permit (ILP).”

In the last few years security forces have been strictly checking ILP at Banderdewa gate, with even private vehicles being vigorously scrutinized. Despite all those measures, it becomes matter of concern when one sees such bunch of illegal beggars in the twin town of Naharlgun and Itanagar.

When this reporter tried to speak to some of the beggars, inquiring about their place of origin they all backed away. They just said few lines, “My mother will scold me. Let me go,” and within a second they vanished from scene.

The presence of these beggars sure demands some explanation from capital complex administration. When we spoke to Talo Potum, Town Magistrate about these beggars, he said, “Superintendent of police has been instructed to immediately arrest all of them if they are found begging in street and check their credential. They can be booked for violation of ILP rule and arrested too.”

Most of these beggars are minor and often roam around in group. The administration need to find out the network behind those involved in bringing these children to Arunachal Pradesh. It is not a great sight, when children who should be sitting at classroom are seen begging in the street. As most of them are minors, administration need to find out ways to help and rehabilitate them.

 

Villagers allege harassment

ITANAGAR, Oct 31: Leaders including Village chiefs alleged that under the direction of Anok Wangsa, who unsuccessfully contested the last assembly elections on a PPA ticket, people of Pongchau circle have been facing harassment.  While calling on the Chief Secretary to ensure that normalcy is restored in the Circle, the leaders said that 22 people have been assaulted and are undergoing treatment at various hospitals in the state and Assam.

They further said that even the school students have been forced to confine themselves in the villages instead of attending schools.

They alleged that apart from physical assault, animals have been slaughtered and household goods taken away at the instigation of Wangsa and his supporter.

 

Don Bosco alumni formed

Itanagar, Oct 31: Don Bosco Alumni has been formed here today at Itanagar in an impressive gathering of past pupils at Don Bosco Youth Centre.  The members reminisced the values and the merits they imbibed from the Don Bosco institutions and decided to impart the same to the younger generation.  During the course of the meeting, the Itanagar unit of Don Bosco Alumni was formed to carry forward the values the great educator of youth Don Bosco stood for.  The office bearers were also selected in the course of the meeting: Michi Paku (President); Takam Titus (Vice President); Bengia Cecilia (Vice President for Juniors); Techi Paul (Secretary); Tana Gulapi (Treasurer) and Counsellors—Kime Aya, Duyu Tacho, Mepung Tadar and Ymlam Kaha.  

 

Tea planters adopt resolutions

ITANAGAR, Oct 31: Arunachal Pradesh Indigenous Tea Planters and Small Tea Growers Association (APITPSGA) in a state level meeting  here on Oct 28 last have unanimously adopted various resolutions  to redress the problems being faced by the tea planters  and small tea growers of the state.

The meeting organized to select the candidates for free Toklit training at Jorhat   was attended by the representatives of the district units of the association.

The meeting resolved that the district presidents  should submit the names of the candidates for free training at Jorhat latest by Oct 29 and  the candidate should report at the conference hall of directorate of trade and commerce, Itanagar on Nov 3.

Other important resolutions taken in the meeting revealed that the district presidents have to submit the list of the SHGs and individual planters and

they should provide information regarding total area under jhum cultivation of their respective district latest by December next, NOC for procuring LPC should be counter signed by GB/PRI member and circle officer and that the interested individuals can apply for establishment of mini tea factories to the Association.

Lastly it was resolved that existing inorganic tea garden should not be converted to organic rather new plantation should be provided for organic plantation.

Earlier, presiding over the meeting, the Association president T Gab disclosed that he had a discussion with  chief minister and MPs and ministers for development of tea plantation in state and governor and planning secretary have assured all possible help for boosting tea plantation. He has requested the planning secretary to release pending fund of Rs 40 lakh to department of trade and commerce for tea plantation.

APITPSGA general secretary S Wangsha,  Upper Subansiri district president Dakluk Lida, Lower Subansiri district president Chamrak Tatem, Papum Pare district president Nabam Sango, general secretary Ricky Wangham  of Longding,  Lohit representative C Zingnu, Namchoom treaser of the Association D Salnang, All India Tea Board member Nabam Nikia also participated in the meeting and highlighted the various problems and  suggested measures  for  the welfare of the tea growers.

 

Bikers take the Indian message to Bumla

ITANAGAR, Oct. 31: “We are Indian, We are not Chinese” with banner reading like this Bullet club of Arunachal on Saturday embarked on a bike journey which will culminate at Bumla near Indo-China border. The bike tour has been organized to convey strong message to China that Arunachal belongs to India. There were five bikes, which started from Itanagar, they will be joined by five more bikers from Tezpur. The group of biker includes citizen from Arunachal, Nagaland and Assam.

The president of Bullet Club of Arunachal, Vijay Sonam told, “The motive of our expedition is to spread the message to rest of India that we are die-hard Indians. The government of China also needs to understand that we Arunachalee are part of India and we have nothing to do with China.” Their decision to ride upto Bumla in Tawang district which is the last border post on Indian side, itself speaks of their motive behind organizing this bike rally.

“The people of this state need to be educated about the real threat that we face from China. All of us are so lost in our daily day to day life, but someone had to take initiative and am glad we could do that for our state,” informed Vijay Sonam.

 

Union calls for cooperation

ITANAGAR, Oct 31: All Arunachal Pradesh Government Labours’ Union (AAPGDLU) appealed all the District unit AAPGDLU executive members and concerned department labourers to cooperate with the District Zonal Chairman in the awareness campaign cum formation of District level AAPGDLU.

 

 

NERIST organise Special Village Camp

ITANAGAR, Oct 31: The NSS Cell of NERIST today planted around 200 saplings of amla (Embilica indica) and jackfruit (Artocarpus hetrophylus) at a special Village camp at the Lekhi Village.

The camp was attended by volunteers and Program officers of NERIST along with students and teachers of Govt. Middle School, Lekhi and its villagers.

This is followed by campus cleaning. The plantation and the maintenance of Eco System of Lekhi village will be taken care by the NSS Cell, NERIST.

A free medical check-up for the villagers and the students was also conducted by Dr. Popi Comder Tok, Medical Officer NERIST Health Unit. Around 150 villagers and students availed this free medical facility.

 

Union demands arrest

ITANAGAR: The Nyapin, Sangram, Phassang Students’ Union has appealed to the state government to immediately arrest the accused ITBP jawan who was involved in killing of late IRBn personnel Tako Tagak. In a press release issued, union condemned the state government for its failure to make any arrest in this regard.

It is to be noted late Tako Tagak was killed in a tragic circumstance on the 17th of this month at Seppa allegedly by ITBP jawan. State government has ordered judicial inquiry into the incident. However reports are still awaited.

 

APSCW constitutes enquiry committee

ITANAGAR: Arunachal Pradesh State Commission for Women (APSCW) would constitute an enquiry committee to look into the most recent alleged rape case of a minor girl by a APP Personnel.

Commission will submit the findings to the concerned authority for the delivery of the justice to victim and her families.

Today, the APSCW visited the girl at RK Mission School. The APSCW calls for exemplary punishment to the alleged rapist

Meanwhile it condemned the recent barbaric killing of 6-year-old boy Dusu Haley at Ziro and demanded highest degree of punishment against the accused who has committed one of the most heinous crime ever committed in Arunachal Pradesh.

The APSCW further called all to be more cautious against such psychopath and anti social elements as they usually target the children and women who are most vulnerable to such horrendous crimes. It also appeals to all NGOs, Women organization, SHGs Voluntary Organization to come forward and make massive awareness on the growing crime against children and women.

 

Inter-college youth festival

ITANAGAR: The VIIIth Inter-College Youth Festival is scheduled to be held at Rajiv Gandhi University, Rono Hills, Doimukh in the 3rd week of November.  RGUSU general secretary, who accompanied an AAPSU delegation to New Delhi today, would meet AICC general secretary Rahul Gandhi and invite him to inaugurate the youth festival, RGUSU sources said.

 

Bus pay passengers

ITANAGAR: Goods worth thousands were lost in route Dimapur and  Banderdewa on October 30 from a night supper bus  (AS 01K 2699).

The businesswomen who are sisters, on reaching Banderdewa found out that they had lost some of the goods and informed the incident to their relatives at Police Training Center, Banderdewa (PTC) at around 5 am this morning.  

With immediate intervention of ASI Tashi Wangchu,  Nayan Darin  along with newly recruited APP constable Ojong Moyong, Nanong Moyong, Taram Tali and their friends, the Deep Travels, Banderdewa, Swapna Bus counter admitting their mismanagement paid a partial amount of Rs 10, 000 to the sisters after 8 hours hassle.

 

 

Governor’s quiz

ITANAGAR, Oct 31: Principal DIET Dr. Hari Bam inaugurated the one day District level governor’s quiz competition of Pupum pare district at DIET Papu Nallah today.

Students from 13 schools participated in the competition.

Nabam Sera and Taba Tago of government secondary school Sakiang have been selected as winners of the competition and they will represent the district at the state level governor’s quiz competition.
